The race for the new Canon Chips

It is my opinion (and I am not alone) that the manufacturers of printers should be forced by law to release interfaces and system requirements for alternative manufacturers on release of a new design. This in keeping with other markets where there is an effective monopoly - going back as far as the IBM consent decree in 1956, and later the US Dept of Justice requirements (1975). The same applies to Microsoft and others.
Now compatible manufacturers have a problem. They have to decode the chip. Bearing in mind that the chip might contain seemingly redundant code (maybe for a planned future enhancement) and that there can be different programs for different chips this can be a daunting task, and a very expensive one.
To date, to my knowledge, nobody had succeeded in making a compatible chip for a Canon PGi-5 or CLi-8 cartridge.
